Rōran retained its independence from Sunagakure, but had to hand outside assignments to the village and pay substantial fees when purchasing supplies. Queen Sara attributed Sunagakure's interest in making Rōran a vassal to its Dragon Vein and far-western location 209.

The Third Kazekage later led a team to Rōran, seeking control of the Dragon Vein and accusing its queen of stealing Sunagakure's puppet techniques. Uchiha Tenshu confronted the party, then took control of the Kazekage and the surviving Anbu. He spared the Kazekage and Sasori of the Red Sands because they were useful to his plans 210 214.

Military reforms

Tenshu entered Sunagakure with the Third Kazekage and Sasori and began directing its preparations for war. In a later account, Sunagakure discovered that Rōran's surrounding desert had become fertile land. Its leaders initially suspected a trap, but a force led by the Second Kazekage, Shamon, moved to annex the territory and considered relocating the village there.
