Tobirama served as Hashirama Senju’s most capable assistant during Konoha’s construction and later became the village’s Second Hokage. His early policy toward the Uchiha Clan was not outright extermination, but calculated pressure intended to force concessions and reinforce his authority. 6 108

As Hokage, he attempted to use the Tsuchigumo Clan to assassinate Uchiha Raimon and test the clan’s value as a potential asset. The operation failed, and the Tsuchigumo Clan’s forbidden technique ultimately destroyed two Anbu squads—thirty-four personnel in total.
