Charlotte's City Patrol had originally all been ordinary people, with only Charlotte himself as a Transcendence.
Madam Mavis did not count. She simply never showed up for work at the City Patrol.
This was also the fundamental reason Charlotte could so easily command the City Patrol: he possessed the force to suppress everything.
