The planning proposal for the six new towns underwent constant revisions before finally receiving Liszt's approval. According to this proposal, the future administrative divisions of Black Horse Island had now been clearly delineated.

At the southernmost end was Port Town, adjoining Black Horse Harbor. It would eventually be upgraded into a port city and serve as Black Horse Island's central city. Liszt's new castle stood on the edge of this city. Most of the territory's industry would be concentrated here, turning it into an industrial city with a modern style.

At the northwesternmost end was New Harbor Town, adjoining the still-undeveloped New Harbor. It, too, had the potential to be upgraded into a city in the future. It would be Liszt's point of departure for exploring the Azure Sea and the Devil Sea.

At the southwesternmost end was Green Tea Town, situated at the foot of Ice Grass Hill. Vast tracts of land had been designated as green tea plantations, and the town's future development would chiefly revolve around the green tea trade.

At the easternmost end was Red River Town, located at the Red River Estuary, with mangroves right beside it. The town's future development would chiefly revolve around the Green Caterpillar–Green-Headed Duck industry.

The valley between Ryegrass Hill and Needlegrass Hill was Horse Pasture Town. Adjacent to Black Horse Ranch, the town's future development would chiefly focus on animal husbandry.

The valley between Clover Hill and Ice Grass Hill was Thorn Town. The Garden of Thorns would eventually be relocated here, and the town's future development would naturally focus on thorn cultivation.

At the westernmost end was Grain Town, located in the valley between Clover Hill and Ryegrass Hill. The plan was to open up large-scale grain fields here, making it Black Horse Island's food-producing base.
