Succession

Konoha’s established process requires a nomination by the Hokage, an aide, or an elder; a public vote involving jōnin, clan representatives, and other village representatives; and confirmation by the daimyō. Hashirama’s nomination of Tobirama had made Tobirama’s succession appear to be a direct appointment, but it had followed this process 170.

After Tobirama’s death, Hiruzen and other Shadow Guard members testified that Tobirama had named him Third Hokage. Uchiha Chiri challenged the claim that those final words settled the succession. Senju Touka then accepted Hiruzen as a formal candidate without treating him as the incumbent 169 170. Toji subsequently gained broad clan and public support and succeeded Tobirama 172 177 187.

Authority and Responsibilities

• Village administration — The Hokage directs village affairs and can appoint an acting Hokage during an absence 36 159.
• Institutions — Hashirama orders the creation of a compulsory Ninja Academy and backs a centralized hospital staffed by clan medical ninja 8 11.
• Appointments and security — The office assigns shinobi teams and oversees forces such as the Anbu; Toji expands the Anbu and Military Police after becoming Third Hokage 47 190.
• Diplomacy — The Hokage represents Konoha in peace negotiations. Tobirama travels to talks with Kumogakure, while Toji later demands reparations at the Five Kage Summit 159 192.
• Limits in practice — Hokage orders can be implemented directly, but consultation with clans helps avoid resistance. Hashirama sometimes seeks agreement and, when necessary, imposes a decision 8 191.
