Background

Konoha was founded when the Uchiha and Senju set aside their conflict after the Warring States period to pursue peace through a shared village. Its leadership position, the Hokage, is not necessarily held by the village’s strongest ninja. 24

The village functions as a military, commercial, and residential center. In peacetime, mission commissions are its principal source of development funds, while the Feudal Lord’s funding is only sufficient to sustain normal operations. 82 96

The Uchiha’s historical role in Konoha was closely tied to the Military Police Force. The clan’s concentration in that department, combined with the village leadership’s monitoring of it, created long-standing political tension. 1 45

Governance

Hokage succession

Sarutobi Hiruzen served as the Third Hokage until the exposure of Shimura Danzō’s human experiments and Root’s crimes created a political crisis. Hiruzen accepted responsibility for authorizing Root, announced his abdication, and opened Konoha’s first Hokage election mechanism. 95 97

Konoha’s jōnin—who hold voting and advisory rights as part of the village’s upper echelon—elected Uchiha Genmei as the Fourth Hokage with majority support. The transition was conducted peacefully. 94 97

Fourth Hokage reforms

After taking office, Genmei ended the Military Police Force’s status as a department exclusive to the Uchiha and opened membership to all Konoha ninja clans. He argued that Uchiha members would instead compete for positions throughout the village administration. 99

Genmei also established a Scientific Research Department, appointing Hiruko as its minister and offering Orochimaru authority over both the department and Root. 99 100

Tsunade joined the Council of Elders as an Advisor Elder after Genmei pledged to establish a Konoha medical system. 101

Security and institutions

Military Police Force

The Military Police Force is Konoha’s principal law-enforcement body. Before Genmei’s reforms, it was overwhelmingly staffed by Uchiha, with most Uchiha ninja serving in the force. 30 99

Major history

Uchiha political rise

The Uchiha initially remained concentrated in the Police Force, but Genmei expanded their economic influence, recruited other ninja clans, and built support among civilian ninja and residents. 31 57 81

During this period, Konoha’s leadership became increasingly concerned that the Uchiha’s military strength and control of the Police Force could destabilize the village’s political balance. 31 45

Great Shinobi Village conflict

As tensions escalated among the major villages, Konoha deployed Uchiha forces to aid the Land of Whirlpools. Nearly a thousand Uchiha marched under Genmei’s command to support their Uzumaki allies. 47

Konoha later forced Kumogakure into the Cloud-Thunder Gorge Treaty, which imposed territorial, resource, and military concessions on the Cloud Village. The treaty’s publication alarmed other villages and increased Konoha’s prominence in the wider conflict. 64

The eventual end of the war brought widespread celebration in Konoha, where Genmei’s battlefield achievements had made him exceptionally popular among both civilians and ninja clans. 89

Root scandal and election

Two jōnin, Takechiyo and Kihoshi, returned after being presumed dead and accused Danzō of imprisoning them for experimentation. Their testimony, corroborated through Police Force interrogation and the raid on Root facilities, revealed assassinations, human experimentation, and coercion of smaller clans. 93 95

The scandal destroyed confidence in the existing administration and directly led to Hiruzen’s resignation and Genmei’s election as Fourth Hokage. 96 97

Otsutsuki crisis

Konoha became a focal point of conflict when time-displaced shinobi and multiple Ōtsutsuki arrived in its era. Genmei organized Konoha’s response, gathering allies including Uchiha Madara, Naruto, Sasuke, Minato, and resurrected former Hokage to oppose the threat. 107 111 112

Following the conflict, Konoha continued to host discussions on its future development while Genmei assisted the displaced visitors in returning to their respective time-spaces. 123 124
