Utatane Koharu sat in the Hokage Office, fuming as she held the report in her hands.
Hearing Koharu's complaint, Sarutobi Hiruzen took a drag from his pipe.
Then he calmly tried to soothe her.
"Enough, Koharu. The Police Force did this with the villagers' welfare in mind."
"We're in wartime. Everything else can wait until the war is over!"
He meant every word.
This was an all-out war in the Shinobi World, and it had erupted on his watch. Everything had to give way to victory.
