Colonial localization was a long-term national policy, one that might last for more than a century. The Vienna Government could not simply incorporate Austrian Africa into the homeland; that would mean disaster.

The costs of governance, long-term stability, culture, strategic planning, and other factors all had to be considered.

In terms of cost, the local economy first had to develop to a certain level—at the very least, it could not require subsidies from the central government.

After all, once localized, administrative costs would rise, while social welfare expenditures would increase sharply as well: healthcare, education, transportation...

All of that required money. If the taxes collected by the central government from the region were sufficient, then none of it would be a problem. Taking from the people and using it for the people was one of the government's functions.

Conversely, if the local economy had not developed and the central government could collect no taxes, then allocating funds for all this construction would become a problem.

Once the economic requirements were met, the next thing to consider was the population makeup. To ensure lasting stability, those holding Holy Roman Empire citizenship could not make up less than 80 percent of the total population.

This restriction was nothing to the Austrian African Colony. Local settlers from the homeland already formed the majority, followed by immigrants from North Germany; immigrants from other parts of Europe were few in number.

It was very easy for these people to obtain citizenship; doors had been left open for them. As long as they had no criminal record and their ideological and moral standards were sufficient, there would be no problem.

Once the population structure met the standard, the next issue was sheer numbers. The requirement was not high: population density could not be lower than ten
