This faction's greatest opponent was a faction to its left, called the Bear God Faction. It also had a population of four hundred million and over thirty million troops, with eight gods. However, those eight gods were fairly ordinary in strength.
Zhao Fu's plan was to control one army of the Mountain God Faction and have it attack the Bear God Faction. The two sides already had plenty of grudges between them, and their strengths were roughly equal. Once something like this happened, war was very likely to erupt.
