The races of the three worlds required different kinds of power. The Chaos Clan needed chaos power, the Alchemy Clan needed alchemy power, and the Card World races needed card power. Yet if these three races entered Great Qin, Great Qin only had the spiritual qi of Apocalypse World. They would be almost unable to cultivate.
The issues of food and territory mentioned earlier would not be too difficult to solve, but this matter of attributes was exceedingly troublesome.
Could they abandon all those people and troops?

Take a single Dragon King Kingdom, for instance—it had over six hundred billion people and more than thirty billion soldiers. Could Great Qin abandon such a force? That would be no different from cutting off its own arms and legs.
Zhao Fu was now considering gathering the power of the three worlds into three locations, then converting the attributes of those places so they would be suitable for the three races to live in.
Great Qin had already broken free of Apocalypse World's control and could alter world attributes. That would have been impossible before.
Then there was the matter of invasions from other worlds. In the future, worlds might launch a ceaseless stream of attacks against Apocalypse World, and naturally many factions would also attack Great Qin.
Great Qin now needed to make preparations and fend off these attacks. This was also just the time Great Qin wanted to develop in peace.
Besides Great Qin beginning to construct
