Shisui's Goal

In the Shinobi World, ninja strength was ranked as Genin, Chunin, Jonin, Kage-level, and the Super Kage-level, which was unknown to most people.

Before reaching Kage-level, the gap in combat power between ninja was not all that great. If three Genin attacked together, they could fight a Chunin.

After reaching Jonin, although one's strength would improve, the gap between them and Chunin remained limited. The combined combat power of five Chunin was roughly equal to that of one Jonin.

But once one reached Kage-level, everything was completely different. The moment a ninja attained Kage-level strength, their combat power underwent an almost qualitative leap. Even dozens of Jonin attacking together would find it difficult to inflict any substantial damage on a Kage-level expert.
