Just then, an extremely faint sound of something tearing through the air came from outside the window. A paper crane, rainwater still clinging to its wings, pierced the Perception Barrier around the office and lightly landed on the windowsill.
Rather than waiting like an ordinary messenger bird, it disintegrated on its own and transformed into a rolled-up letter.
Shikaku stepped forward, picked up the letter, and inspected its seal. After confirming that it was intact, he handed it to Baishi.
Baishi opened the letter and unfolded it.
There was not much written inside. It was a formal reply sent through Amegakure's official channels. Its wording was humble, and its attitude sincere.
The letter stated that Amegakure's upper echelons were furious over the attack on Konoha's peace observer and had launched an investigation that very night. They had now determined that the perpetrators were remnants of the former leader, Hanzo, who had sought to undermine the hard-won peace between Amegakure and Konoha.
To demonstrate their sincerity, Amegakure had apprehended all seven Rogue Ninja involved.
Attached to the end of the letter was a handover list.
