Power Progression

Background / History

Konoha originally operated through a balance among the Hokage’s office, ANBU, Root, the elder advisors, and the major clans. Its military authority was divided between village institutions and powerful factions, while Hiruzen Sarutobi attempted to preserve the existing order. During the Mount Kikyo crisis, Minato’s concern for his troops was exploited politically, and Orochimaru used the aftermath to damage Minato’s reputation 120.

Before the Mount Kikyo crisis, the leadership’s handling of Kushina and Baishi exposed tensions within this system. An interrogation of Baishi caused a severe mental backlash in Inoichi, prompted Danzo to attempt his elimination, and nearly escalated into a Nine-Tails disaster when Kushina intervened. Hiruzen declared Baishi innocent rather than risk the village’s destruction. After a later Four-Tails rampage, he classified the incident and retained Baishi within Konoha’s institutions as a means of restraining Kushina 4 6 50.

The medical takeover initially encountered resistance from elders who favored major clans over civilian shinobi. Regional Security Framework

Purge of Hidden Conspiracies

Konoha investigates smuggling routes, Root remnants, former Orochimaru facilities, corrupt officials, and hidden laboratories. Administrative procedure and covert ANBU action are used together to expose threats without destabilizing the village’s institutions 481 551 554 563.

The discovery of maintained Hashirama Cell tanks beneath Shelter Seven shows that abandoned institutions still conceal active threats. Later, an experiment-linked list supplies leverage for private meetings after which more than a dozen departmental supervisors resign, producing a silent purge across Defense, Logistics, Medical, and other core departments 554 593.

Procurement Reform and Police Restructuring

Baishi abolishes the old Designated Ninja Tool Procurement List and activates a contingency framework under the General Staff Headquarters. Financial and logistical departments assist, while the Military Police Force oversees the restructuring 581.

A separate police-restructuring draft remains unsigned when the Grid-Based Monitoring System reports anomalous movement.
