Namikaze Minato finally moved his fingers away from the cold Flying Thunder God Kunai.
He picked up a document wrapped in oiled cloth from the table. It was the Fire-Rain Joint Security Framework Agreement issued by Konoha's Foreign Affairs Department, and he knew every word by heart.
