Ch. 221The Final Battle (The End)!

- Whitebeard surrenders to protect his crew. Chiba promises leniency for pirates who have not committed serious crimes, while making clear that the Empire’s law will punish the guilty.
- Shanks resists, but Chiba overwhelms his Haki. Kakashi and the other Imperial fighters subdue the Red-Haired Pirates, who are taken prisoner. The Four Emperors and the old balance of power are finished.
- The Empire unifies the seas, replaces Mary Geoise with a new capital, and imposes its laws. Orochimaru reports progress combining Devil Fruit research with cellular activation.
- Chiba’s system detects a new world and opens a portal. The chapter ends with him preparing for another conquest.
Character developments and interactions
- Chiba is established as an overwhelmingly powerful, uncompromising emperor. He destroys Imu, directs the Empire’s expansion, and frames its rule around law rather than pirates’ stated motives—though his threat to Whitebeard and use of captured pirates as research subjects reveal its harshness.
- Imu shifts from confidence in her ancient power to terror before being erased.
- Akainu finds certainty in Chiba’s challenge to his ideas of justice and accepts the Empire’s new order. Garp recognizes the old era’s end with relief.
- Whitebeard chooses his sons’ safety over pride and surrenders, asking Chiba to spare them. Their exchange establishes the Empire’s conditional mercy.
- Shanks, who had tried to preserve the old balance and place hope in a destined figure, is exposed and defeated; his crew’s loyalty and strength cannot withstand the Empire.
- Sasuke and Naruto demonstrate the Empire’s military superiority in battle, while the other ninja leaders show coordinated loyalty to Chiba.
