Garp's thoughts had not formed overnight.
If he had not seen the possibility, perhaps he would never have entertained such an idea.
After all, in a more chaotic world, upholding justice would become even more difficult. It would be better to continue maintaining the superficial peace as it was.
But Dunn's emergence, along with the current state of the seas, represented another possibility.
Garp did not dare say that this other possibility would become better, but change was always good.
He had never expected that the boy he met in the East Blue would reach this point now.
Still, from what he had seen, at least he was not some utterly vicious villain.
"The Marines are not my personal domain. Even if I were Fleet Admiral right now... Besides, Garp, do not underestimate the Marines."
After letting out a sigh, the confusion in Sengoku's eyes vanished, replaced by resolve.
"Sengoku, you have to admit it."
Seeing Sengoku's expression, Garp smiled.
"This world can be changed by the power of an individual. One person can become powerful enough to overturn the entire world."
Even with the Marines' immense strength, it would only be a matter of time before an untouchable powerhouse destroyed them.
But if that person were Dunn, that time would be very short.
And that was precisely why Sengoku, the Fleet Admiral, was so conflicted.
Before this, no one had ever become powerful to such an extent.
"It's about time."
Garp looked at Sengoku, got to his feet, and staggered toward the exit.
He understood Sengoku's predicament as well, but that was no longer something for him to worry about.
Next, would that fellow Dunn make a move against all of Wano Country and erase the entire nation?
With the Marines' full-scale operation underway, they had nearly finished
