Internal Navy Debate! The Choice of Justice

Even Sengoku was stunned rigid when he heard Crocodile's report.

"Fleet Admiral Sengoku, war is inevitable. This is President Dunn's will. You know full well how powerful he is. If the Navy gets involved, it will inevitably suffer enormous losses. That would not be a good thing for the future of the world.

So, it is time for you to make your own decision."

Crocodile's voice came from the Den Den Mushi.

"So soon..."

Sengoku frowned deeply, rapidly considering what the Navy ought to do.

"You have Fleet Admiral Sengoku to thank for that. If you hadn't asked the president to intervene, it probably would not have happened so quickly."

Crocodile reminded him.

"So the speculation was true. This was a conspiracy."

Sengoku recalled the images he had seen through the broadcast projection—the enormous beam of light aimed at Skypiea, as well as Dunn's intervention.

Something else must have happened behind all this.

He could more or less guess what it was, but he could not be certain.

"I understand, but I need time."

After giving it some thought, Sengoku spoke.

"I need time to pull back the Navy's forces and avoid getting caught up in it as much as possible."

"There is no time."

Crocodile rejected the idea outright.

"The declaration of war will begin immediately."

"I understand."

Sengoku answered in a low voice. After hanging up the Den Den Mushi, he ordered all the Navy's senior officers currently present to assemble.

As always, there were certainly many within the Navy who leaned toward the World Government.

He had no way to control those people.

But everyone else clearly had to be pulled back.

This was a good place. Pluton was here, and the enormous Pluton warship, as vast as an island, could become the new Marine Headquarters.

Before
