But achieving that effect generally also depended on the specific weather conditions when the Clear-Sky Charm was cast.
If the sky was merely overcast, casting the Clear-Sky Charm would be much easier;
casting a Clear-Sky Charm that produced a noticeable effect during a torrential downpour, however, would be extraordinarily difficult.
