Transforming into a Super Saiyan God required godly ki.

In the original story, Vegeta had learned how to cultivate godly ki under Whis's guidance, allowing him to successfully transform into a Super Saiyan God.

But An Xiu did not know how to cultivate godly ki.

Therefore, he could only rely on the ritual in which "five Saiyans with righteous hearts pass on the light of righteousness" to obtain godly ki and transform.

If he could reform Raditz and Nappa, making those two guys become like Vegeta later on—

Then An Xiu would not need to wait for Goten and Trunks to be born in order to gather five Saiyans.

—That was one of the reasons An Xiu had revived Raditz and Nappa.

"For now, you only need to know that I used the Dragon Balls to revive you. From now on, you only need to follow my orders. Understood?"

Without giving Nappa or Raditz a chance to speak, An Xiu immediately released a wave of ki pressure, forcing Raditz and Nappa to their knees.

To be safe, An Xiu had learned the Mafuba from Master Roshi beforehand. If anything went wrong, he would seal Zamasu away again.
