The young Troll scratched his protruding tusks. Only after a moment did he cautiously answer, "Uh, since it's 'soft,' then it should correspond to 'hard.' If hard power can be extended to mean the number of warriors, the strength of witch doctors, and the tribe's population... then soft power would be things like writing and technology?"
"Mm, very good. Whether right or wrong, only a question asked after thought has value. The rest of you little ones should do the same."
Blade Tusk had already entered his prime, and his physique alone was immensely imposing. Moreover, everyone seated here was a "cultured person," and thus understood even more deeply the contributions he had made to the tribe.

Even with the level of trust they now had, the Trolls present were half-believing and half-doubting of this idea—and there was even more doubt than belief.
It could not be helped. No matter how intelligent they were, the limits of their experience were unavoidable.

Sensing those gazes, the Old Witch Doctor, Head Witch Doctor, and Middle Witch Doctor exchanged looks. They understood that it was time to state their positions.
The Middle Witch Doctor, the youngest and most radical among the old witch doctors, spoke first.
"Although I still think it would be best to flatten them head-on, the beast tide is indeed a factor we cannot ignore. So, I approve."
Next came the Head Witch Doctor's voice, carrying hidden concern yet seemingly touched with some relief.
"...I do not like war, but as the tribe grows, the eyes of the younger generation will one day turn outward. Now that we have a gentler plan, let it be so."
Finally came the Old Witch Doctor's unusually simple statement.
"I am nearly dead. Cough, cough... The future is yours."
Blade Tusk rubbed the Old Witch Doctor's back, easing the pain brought by his coughing, and said softly, "How could that be? You just want to be lazy and toss everything onto us."
"Haha! Good, good. Cough, cough... This old man will hold on a little longer."
The meeting continued. What had been decided earlier was merely the general direction. The flourishing of "culture" and the advancement of civilization were no simple matters; far more still needed to be discussed and slowly explored through practice.
"First is the establishment of institutions. The tribe's current mode of rule contains enormous hidden dangers."

After hearing Blade Tusk's string of remarks, the witch doctors and witch doctor apprentices could not help imagining how they themselves would inevitably react under such circumstances, as well as the possible consequences.
