When Ogden finished reading the parchment, his aged face flushed slightly with anger. He slammed a hand down on the table and all but roared, "How dare they?"
The members exchanged glances, then turned their eyes to the parchment.
They were desperate to know what it said to have enraged Ogden so thoroughly.
As the parchment passed around, every member's expression changed, though few were as angry as Ogden. After all, a sense of justice was hardly a desirable quality in politics.
The parchment contained a series of notes. Their contents made it clear that Vaughn had gradually recorded them through his observations and inquiries, from his arrival on the isolated island in the North Sea until his departure from Azkaban.
"At Azkaban, Dementors can be temporarily withdrawn to welcome superiors or so-called guests!"

Every item made brows furrow. Some members from the Department of Magical Law Enforcement even broke out in cold sweats.
A large proportion of those seated at the conference table had dealt with Azkaban before, so they knew the notes on the parchment were factual. But no one had cared about such things in the past, because the island housed large numbers of Dementors!
The local administration? The Aurors?
All they supervised were the Dementors. The Dementors were Azkaban's true jailers!
"Member Weasley, there is no denying that this is indeed an oversight on the Ministry of Magic's part.
