Without even the most crucial experimental material, he naturally could not obtain data on the interaction between Evil Soul Masters and the Divine Attribute, much less create a soul tool that could pinpoint Evil Soul Masters as precisely as a soul master with a Divine Attribute could.
Perhaps, if he captured enough Evil Soul Masters and used their lives as experimental material, he might still be able to create such a soul tool.
After all, since they had all become Evil Soul Masters, they would have at least some things in common.
