Gu Heng received only one authorization: he could test the public annotation entry belonging to her.
He wrote the test conditions in four lines and sent them back to the intermediary.

The girl's page, however, showed: `Own entry: permitted to apply for additions`.
Hirata asked, "Does this count as write access?"
"It only counts as eligibility to apply."
Gu Heng pointed to the record column beside it. "Whether it can be submitted and whether the public source changes are two different things."
He first had the girl confirm the page fields. `Public source PUB-1, entry P-02, current version 17-1`.
She entered a neutral sentence into the application box: `I only confirm the retention time`.
The screen did not place that sentence into the public annotation. Instead, it generated an application record.
