The Rooftop Conference Room was smaller than a classroom, yet representatives from all four classes had arrived.
The school had given each class only one table and one blank explanation form. The form required three entries: what had been used, what had been relinquished, and who had personally confirmed it.

"The explanation form is submitted by the representative," Gu Heng replied. "That does not mean every judgment is made by the representative."
Horikita wrote Class D's first exchange entry: gained Class B's long-distance substitute, gave up the Relay substitute, and no longer possessed the right to make a second exchange of the same kind within this window.
For the second entry, she wrote: public candidates retain their personal Right to Refuse.
For the third entry, she wrote: the Relay event will not be adjusted after an illegal exchange was refused.

It traced every result back to its source.
"You came here to report, not to defend yourselves," Ryuuen said.
"Then we won't accept you defining the conclusion for us," Horikita replied, lifting her eyes.
The rooftop wind lifted a corner of the explanation form, and all four classes saw the blank field there.
The school required each class to add one more entry stating how it intended to handle unused rights.
Gu Heng looked at that field and wrote: not to be used for now; personal confirmation conditions retained.
