Everyone had to personally confirm whether that sentence was accurate.
Some thought it was accurate. Some believed Class D simply had not possessed enough bargaining chips. Others thought "give up" sounded like a voluntary choice and concealed a forced loss.

"It does not say we are noble. It only says we did not do that."
The sentence received enough confirmations.
Horikita submitted it as the representative, Gu Heng reviewed the source and scope, and Hirata preserved the record of objections.
