(My eyes are spinning.)
When Konoha's ninja saw Jin bringing two Akatsuki members into Konoha, they immediately went on alert and quickly reported the matter to the Third Hokage. Jin knew every move they made, but he did not stop them. Although Jin was now the Fifth Hokage of Konoha, his authority still did not compare to that of the Third Hokage. If Jin and the Third Hokage gave orders at the same time, most ninja would listen to the Third Hokage.
After receiving the report, the Third Hokage merely smiled faintly and dismissed them. Standing by the window, he looked at his grandson Konohamaru playing outside and muttered, "Children really are hard to understand. I really don't know what Jin is thinking, bringing two S-rank rogue ninja into Konoha. Isn't he afraid those two might hurt someone?"
Jin took the two of them straight to Ichiraku Ramen and ordered two large bowls for them. Since he had already eaten, he only ordered a small bowl for himself. The three ate and chatted, having a fine time. Not far outside the shop, two ANBU squads were watching them. Jin called out loudly, "ANBU members, stand down and get some rest. Nothing will happen here. If anything does happen, I'll take responsibility."
After thinking for a moment, the ANBU members left. Jin might have been young, but he had plenty of ways to deal with people. Ninja far older than him had no choice but to obey. If they refused, they could wait to be dealt with. Either he would give them a troublesome mission, or transfer them to a department they hated. In short, he would not stop until they submitted. Although this let Konoha's ninja obey Jin's orders, whenever the Third Hokage was involved, those ninja became unreliable.
