Lungmen is a densely built, constantly expanding mobile metropolis whose neon-lit streets remain active through the night. Its development, construction, entertainment venues, and historical atmosphere distinguish it from other prosperous city-states. 491 506

• Little Wind Harbor — A small harbor and fishing mooring point that functions as a major smuggling route. Large vessels wait offshore while smaller boats bring cargo into the city unnoticed. 7
• Lungmen Outer Ring — The outskirts surrounding the central city district, used for travel, industrial activity, and confrontations away from the urban core. 30 221
• Slums — Home to many marginalized residents, including Infected people who conceal themselves from the city above. 124

Black-on-black crime is treated as an expected part of the city's underworld culture. During the struggle over Mu Mo and Emperor's cargo, a target was kidnapped by sixteen different groups in one night, including his own former security personnel after their contract expired. 69 70

Government & Security

Wei Yenwu governs Lungmen, while the Lungmen Guard Department handles public order, investigations, detention, and city defense. Ch'en serves as a leading Guard Department official and frequently takes direct responsibility for major threats. 53 71 555

Underground Influence

Beneath Lungmen's official government is an underground syndicate network associated with the Rat King, known as the city's “underground emperor.” His daughter, Lin Yuhsia, serves as a prominent spokesperson for the slums and monitors threats to Lungmen's balance. 13 30

The Rat King's influence is demonstrated through ordinary citizens—fish-ball sellers, tailors, sanitation workers, vendors, and dockworkers—who silently guided Hoshino through the city to a meeting with Lin Yuhsia. 13

Major Incidents

Penguin Logistics Disturbances

Penguin Logistics' activities triggered widespread fear among local organization leaders. Following the “Penguin fiasco,” numerous detainees were expelled from Lungmen on the orders of the Guard Department. 30 53

Later, competing factions pursued Emperor's cargo through a chain of black-on-black robberies. The Guard Department traced sixteen connected robbery scenes to a warehouse, where the rival groups temporarily united against the authorities. 69 71

Infected Flock Crisis

A group of critically ill Infected people traveled toward Lungmen seeking to return home. The crisis highlighted the number of terminally ill Infected believed to be hiding in the city's slums and sewers. 124 127

The sewers became a key route in the incident, as conventional entry into the city would have been difficult for the approaching forces. 127 130

Ursus Spy Conflict

Ursus agents infiltrated Lungmen amid ordinary freight and passenger traffic. Although the city maintained a relaxed public appearance, Black Raincoat squads operated at night against suspected spies, becoming feared urban legends. 248 249

The operation expanded into nighttime assassinations, explosions, and cleanup activities across the city. 252 255

Dustless Land Outbreak

After Hoshino created a Dustless Land beneath Yae Shrine using the Eleventh Holy Relic, Lungmen experienced a citywide illness initially described as influenza. Patients suffered chest tightness, shortness of breath, weakness, and mental fog. 518 521

Hospital sampling determined that all three hundred examined patients were suffering allergic reactions to an unknown ubiquitous substance. The disturbance later subsided without Lungmen seeking outside medical assistance. 521 525

Ursus Martial Law

When the undead crisis spread through Ursus, Lungmen entered martial law due to its position within Ursus territory. The Guard Department mobilized residents, while the mobile city's upper section moved at high speed with the slums carried along. 555
