Contingency Contract stood independent of any political entity known to them, functioning much like an independent intelligence exchange network. It accepted special assignments issued by various organizations or individuals, then passed them on to those capable of completing them.

As far as Bai Ye knew, Rhodes Island had once obtained supplies sufficient to sustain its operations by completing Contingency Contract assignments. It could be said that Contingency Contract was an important partner of Rhodes Island.
