Hayato looked Coulson up and down until the man began to feel uneasy, then said, "Tell me, S.H.I.E.L.D. didn't buy shares in Kingpin's whole operation, did they?

Ha! It really is possible. After all, what kind of dirty business wouldn't Snake S.H.I.E.L.D. get involved in? That would explain why Kingpin managed to build such a massive criminal network spanning all of America and reaching across the world in just twenty years."

Coulson repeatedly waved his hands, making it clear that S.H.I.E.L.D. would not take the blame.

Then, with complete composure, Coulson dumped the blame on the American government.

The story was not all that complicated.

Before the new century, street crime in America had been rampant. The government wanted to curb it, so it devised a plan: find representatives among the gangs that had already gained a foothold in each city, help them control a district, and then control that district through them.

This two-hundred-kilogram fat man, who looked honest and slow-witted, not only possessed exceptional strength, but also a meticulous mind and intelligence utterly at odds with his appearance.

After successfully taking control of New York, Kingpin did not blindly clash with other organizations or continue expanding. Instead, he solidified his rule and gradually encroached on surrounding areas through cooperation, recruiting Triad, yakuza, and Russian Mafia branches.

By the time the government realized what was happening, it was already too late. Kingpin no longer needed them, nor did he fear them.

Most terrifying of all, Kingpin had purchased multiple nuclear warheads through secret channels, along with intercontinental missiles to launch them.
