Hayato's manner was remarkably like that of a villain. Put bluntly, it was simply a special method for dealing with the Hidden Cloud Village.
To be fair, Konoha was not entirely without responsibility for the incident Sasuke had caused. If the Hidden Cloud Village had merely demanded that Konoha provide information on Sasuke, that would actually have been reasonable.
However, between nations, talking about morality and reason was truly too naïve.
By that logic, what had Uzushio Village done wrong?
Ultimately, it was only because every nation coveted the Uzumaki Clan's sealing techniques.
The weeds of Uzushio Village had withered and regrown more than twenty times. Who could they reason with?
If the positions were reversed, and a Hidden Cloud Village rogue ninja had abducted Konoha's jinchuriki, with Konoha demanding information about that rogue ninja from the Hidden Cloud Village—would the Hidden Cloud Village give it?
The Hidden Cloud Village would spit a mouthful of salt soda in your face and kill you with it, believe it or not!
Why did Konoha occupy the richest territory in the Shinobi World and produce outstanding talents in abundance? Fine, perhaps it could not or did not wish to dominate the Shinobi World, but why had it always become a juicy piece of meat in the eyes of every nation and ninja village?
Setting aside Konoha's internal strife, it had never lost any of the three Shinobi World Wars. At worst, it had fought to a draw. Yet as the victor, Konoha had never received the spoils of war.
And though the Hidden Cloud Village was weaker than Konoha, why did it always clamor before Konoha and profit every single time?
It was simple. The entire Hidden Cloud Village possessed an imposing spirit that dared to perish together with its enemy.
