In Konoha's Hokage Office, the younger generation of the newly ascendant Hokage faction was discussing Akatsuki becoming a village. Minato Namikaze's expression was troubled, and he spoke with deep wariness:
"Yū, we have already acknowledged Dawn Hidden Village's status, but this organization remains highly mysterious. Based on the information we have gathered so far, much of it is unreliable."
In his hand was an ANBU report. Its policies were very similar to those once implemented by Kirigakure: a closed-door, isolationist strategy that severed contact with other villages. However, Kirigakure had cut itself off from the outside world because of the Bloody Mist, under the high-pressure suppression policies of the Fourth Mizukage.
From the surface information that had emerged so far, Dawn Hidden Village had not cooperated with nobles as before. Instead, it had done something utterly outrageous: it had abolished all the nobles in the country, then partnered with major conglomerates and commercial organizations. This situation was unimaginable. No one knew what path Dawn Hidden Village was now taking.
"You have been in contact with them for some time. Can you briefly explain what exactly they are trying to do?"
Minato Namikaze closed the report. Everyone in the office turned their eyes toward Uchiha Yū, but in response to their question, Uchiha Yū merely shook his head lightly and gave an ambiguous answer:
"I do not have command over ANBU, but according to some information relayed by Dawn Weapons Store, Dawn Hidden Village has abolished all those nobles. They want to gather a large amount of funds to rebuild the country and the village, and turn the entire nation into a weapon in their hands. As for what they have specifically done, I have not received any information on that."
