These powerful elemental life forms were usually known as elemental lords.
And the one before Charles was a medium-sized elemental plane. Generally speaking, planes of this kind would not give birth to overly powerful elemental life forms.
For a medium-sized elemental plane to produce a fourth-rank elemental life form was already extraordinary.
As for anything stronger, it would not remain in this plane, or else the plane itself would begin to advance.
