White River City was a city built upon the water. For thousands of years, it had remained the focal point of bitter warfare between the forces of Divine Light, the Wrath Domain Emperor, and the Revenge Domain Emperor.
Strangely enough, although war had never ceased around White River City for thousands of years, it possessed a peculiar rule. No matter who it was, no one was permitted to fight within the city. Any warrior entering the urban district—whether soldiers withdrawn from the battlefield or adventurers—abided by this rule by default. Within the city, bitter enemies could sit at the same table and share a meal. The moment they left the city, however, they could draw blades against one another again and fight to the death.
