Appendix: "Twelve Strategies for Governance"

Due to the limited length of the main text, "Twelve Strategies for Governance" has been appended here. Since this is a free standalone chapter, it was not included in the preceding or following narrative, and exists only to give the detail-oriented readers something to go by.
The first three strategies could be summed up as "patience is needed." Li Changshou said them while considering what to say afterward, so they did not carry much significance.
The remaining nine strategies were:
Respect Saints, revere the Daoist Sect, promote the Human Teaching.
When establishing celebrations for the three Saints of the Daoist Sect, the celebration for the Human Teachings Cult Master should be held on the grandest scale. Hold fast to this patron; it concerned a Saint's dignity.
Diligent in internal affairs, loosen border authority, do not vie for merit.
One must not keep every authority clenched in one's hand, nor should one reveal ambition for the great authority of Heaven and Earth. Diligently handle the affairs the Heavenly Court could currently govern, and release the authority over places beyond one's control when it was time to release it. It could be slowly reclaimed in the future.
Set Heavenly Regulations, establish Heavenly Punishments, clarify Heavenly Principle.
Perfect the various Heavenly Court regulations, and prepare to restrain the Three Realms with the Heavenly Court's rules at any time.
Define Good and Evil, extol the human path, promote rites and teachings.
Distinguish Good and Evil, teach people to turn towards good, and take the human race—the current Protagonists of Heaven and Earth—as the main body in promoting morality and ritual propriety.
Establish evil adversaries, display divine miracles, raise prestige.
