The formation of the Academy Merchant League was soon placed on the agenda, and Benjamin had Wallis lead some people to begin working on it. However, he had never forgotten what their original goal was.

As time passed, there was finally news from the Hori Kingdom.

"The Church has ordered strict restrictions on people entering and leaving the country," the Dark Division reported through a voice-transmission wooden chip. "This has caused some dissatisfaction, but overall, it is still being kept under control. No major unrest has broken out."

After replying, Benjamin put away the wooden chip and nodded.

In fact, even after The Church tightened its border inspections, merchants from the Hori Kingdom still kept sneaking across the border to visit them at the Academy. Money could make ghosts turn millstones; a simple restriction order could never restrain those wealthy people.
