It meant Pan Yu had broken his usual routine of traveling only between two places today.

A sharp glint flashed through Su Chen's eyes. His first thought was whether the other man intended to make a move against him, but he quickly dismissed it.

Inside the Inspection Department, even if Pan Yu made a move, he would not be able to escape.

"Could it be... that he's meeting someone?" Su Chen considered, then replied: "Report his location at all times."

He glanced out the window. The raindrops had lessened, and the lightning had weakened, yet the night seemed even more oppressive, as though the sky itself were about to collapse.

Su Chen slipped the Shadow-Hiding Garment beneath his clothes, fastened the Mimicry Mask, and kneaded it against his face.

Though it was late at night, this was the Inspection Headquarters after all. It was still brightly lit, with many people coming and going. Su Chen blended into the crowd and soon vanished from sight.

"This guy... is he heading to the outer city?"

Hu Xiang was also wearing a Shadow-Hiding Garment, sparse raindrops pattering against it.

He held a black telescope in his hand. Intricate patterns engraved into its metal casing flashed from time to time, while a blurry red silhouette moved through the shadows in his field of view.

He did not dare get too close. Only with this telescope could he track the other man's position.

Fortunately, Pan Yu was not moving quickly through the city. After roughly half an hour, Su Chen met up with Hu Xiang at a corner.

"Brother, this guy really does have a problem."
