The commotion at the school had affected Hell's Kitchen too. People here had gotten used to the kids being cooped up at school and coming home one day a week.
At the beginning of summer vacation, everyone had been happy. Some had even started following people from other neighborhoods, making time to take their kids to the Park or somewhere else for fun.
But that hadn't lasted. Most parents in Hell's Kitchen didn't have the energy or ability to take good care of their kids.
They needed to work and earn enough to eat. Some who cared would save a little money for their kids' college tuition. The less responsible ones had neither the inclination nor the means.
Most of them, of course, wanted their kids to avoid following in their footsteps, but their abilities only went so far. There wasn't much they could do!
The Gangs on the streets couldn't do much about the kids either. When they were up to no good, they had to keep an eye out for those energetic little punks, so they wouldn't drag them into trouble and end up with Frank coming after them and skinning them alive.
So, for a while at the start of summer vacation, the streets of Hell's Kitchen had actually been unusually peaceful...
Then a Mutant-related farce prompted Old Cage to order all the kids gathered at the school...
