At its heart, Alvin's Mutant Union was there to protect kindhearted Mutants with weaker abilities, who were more likely to face discrimination and harm. It also protected ordinary people who found themselves in the crosshairs of powerful Mutants.
He kept emphasizing, "We're all human." The Mutant Union's purpose was to ensure Mutants received "fair" treatment, but "fairness" always went both ways!
