Steve sat on the steps outside the Avengers headquarters like a statue.

The news Pietro had brought left him feeling a little dejected. Steve didn't know if the Hydra in Sokovia was the same Hydra he had destroyed.

But his instincts told him it had to be!

No terrorist organization would pretend to be Hydra. All that would earn them was a merciless crackdown. Not a single country that had fought in World War II would sympathize with them.

Hawkeye sat down beside Steve with a bottle of beer. Looking at Steve's grave expression, he said, "Maybe the kid heard wrong. Maybe it was just an organization started by a fanatical Hydra admirer..."

Steve glanced at Hawkeye and gave a bitter, disappointed smile. "I destroyed them once. Countless comrades gave their lives for it.

"And now someone's telling me I didn't finish the job...

"I thought everything would be over once I charged into the North Pole with Red Skull...

"Was I just too stupid..."

Hawkeye wasn't sure what to say.

Others might not understand, but as a veteran S.H.I.E.L.D. Agent, he knew very well that S.H.I.E.L.D. had originally been formed to wipe out Hydra's remaining forces.

Later, countries around the world began pouring money and resources into S.H.I.E.L.D., turning it into the enormous organization it was today, one that answered only to the World Security Council.

If what that kid had just said was true, Hydra had built a new giant organization right under S.H.I.E.L.D.'s nose.

The fact that those Vampires had to seek cooperation with Baron Strucker suggested they were at least capable of producing Ballistic Missiles.
