Background / History

The Heavenly Court uses Heavenly Gold as its circulating currency, distinct from mortal banknotes and Netherworld currency. Its divine halls receive incense offerings and wish-power from the lower realm, which sustain and strengthen their resident gods. 10 53 81

Several centuries before the present era, the Court established a centralized temple system that restricted private invitations to deities and required worship through temples. This reform caused former household immortals to lose incense offerings and suffer declining divine power; it also sealed the older cultivation path of using heavenly treasures to temper oneself. 133 145

After the Great Sage Equal to Heaven's rebellion, the Court retained both the Horse-Tending Official post and the Great Sage Equal to Heaven Palace. The upheaval also preceded the establishment of the incense-offering temple system and the founding of the West Ward Sect. 394

The Court's judicial authority was once held by the Judicial God, Pure Source Wondrous Dao True Lord. After he relinquished that responsibility, the Thunder and Dipper Departments fought for a thousand years over enforcement of celestial law. Their eventual compromise placed the Northern Pole Exorcism Office within the Thunder Department and created the One Prefecture, Two Courts, Three Bureaus structure. 255 383

Government and Law

The Heavenly Court issues sacred and imperial decrees through its highest authorities. The Great Celestial Venerable's decrees can impose punishments and appoint officials, while decrees issued in the Jade Emperor's name direct major arrests and assignments. 244 356 382

The Four Duty Merit Officers record the actions of living beings from birth and submit those records for the weighing of merit and sin. They also serve as essential messengers for ritual memorials and petitions addressed to the gods. 128

Mortal-affairs investigations are regulated: aside from the Celestial Bureaucracy Office, regional City Gods, and the Tai Sui Department's Merit Officers, other offices must petition the Fragrance-Displaying Palace for approval before mobilizing Merit Officers to investigate mortal karma. 355

Punishments and Registries

Influence on the Mortal Realm

The Court's gods depend on incense offerings, and a deity's divine power rises or declines with the volume of worship received. The Lord God of Wealth's hall, once bleak, was revitalized when offerings surged from the mortal world. 81 124

The temple system centralizes this worship: gods are generally to be worshipped in temples rather than privately invited into homes. Heavenly treasures, which could once be used for cultivation, are now treated as offerings for gods and immortals. 133 145

Divine assignments can be transmitted from the Court through the Heaven-Serving Directorate to provincial temples and distributed downward through the mortal bureaucracy. Such missions are recorded and handled by Spirit Platform Clerks. 317 318

Conflict over the Secret-Realm Treasure

The Four Heavenly Kings established the Dry-Sky Musical Array around a secret realm in the mortal world, while the Military Department sought to seize its exotic treasure and Realm Pivot. The dispute escalated into a confrontation between the Military Department and several Eight Department forces. 193 205 212

Southern Heavenly Gate Upheaval

When the Seven-Treasure Exquisite Pagoda escaped Pagoda-Bearing Heavenly King's control, Nezha pursued and attacked his father through the Southern Heavenly Gate. The resulting destruction prompted the Orthodox Gods of all Eight Departments to mobilize, and the incident was later addressed through a joint gathering of major deities. 240 241 243

Northern Pole Exorcism Office vs. Earth Division Evil-Quelling Court

The Northern Pole Exorcism Office attempted to arrest Matchmaker God and Meng Po under a sacred decree, but the Earth Division Evil-Quelling Court obstructed the arrest through its Evil-Quelling Grand Rite. Great Emperor Fengdu opened the Heaven-Connecting Other Shore as a battlefield, exposing the conflict to the observation of over a hundred Heavenly Court divine senses. 356 358 360 361
