The work of integrating all of Terra's regimes proceeded simultaneously. At most, the vast distances meant that the various nations of Terra came under the Primarchs' command with discrepancies of a few hours or days.
When the knightly nation of Kazimierz had its economic lifeline easily seized and its proud spine broken by the Primarchs, the other nations were suffering similar fates.
Siracusa.
Compared to Kazimierz, a nation where old and new were intertwined amid countless contradictions, Siracusa was more like a dummy barely cobbled together by the major mafia families, dressed up in a glamorous appearance to participate in Terra's international politics.
The Siracusan government was full of mouthpieces for the various families. They spoke only for their own interests, and the government itself was less useful than the tablecloth on the round table in a family's back room.
The enormous mafias called themselves families. The twelve strongest families controlled every aspect of Siracusa, while weaker mafias were merely called gangs. The larger the mafia, the more valuable it was in the families' eyes. Either it became the enforcer and fangs of the great families, bleeding and sweating for the rulers of Siracusa, or it prepared to become fresh paving material for Siracusa's roads.
This political structure reminded the Primarchs of the Drukhari and Commorragh. Only, these Siracusans did not unleash their cruelty upon other nations; instead, they spared no effort in exploiting the people of Siracusa.
Most of the Operators who had landed here alongside the two Primarchs also had inseparable ties to Siracusa.
For instance, Sussurro, a medical Operator, had graduated from Palermo Municipal Medical Academy in Siracusa before joining Rhodes Island.
There were also Lappland, Provence, Shamare, Angelina, Ziyue, Aroma, and others.
Among these Operators, whom the Primarchs considered far too young—some of them practically still
