Background / History
Rule and the Gaara Experiments
Rasa inherited Sunagakure’s Magnet Release tradition from the Third Kazekage. He sought to restore the village’s former strength through his own Gold Dust, Gaara’s use of Shukaku, and Kankuro’s puppetry. These efforts fell short: Kankuro remained far below Sasori’s level, and attempts to make Gaara a controllable jinchūriki repeatedly failed 99.
Rasa repeatedly sent assassins against Gaara to test whether near-death experiences would make Shukaku go berserk. Lin Chongshu identifies Yashamaru as another person sent by Rasa for this purpose 7.
The supposed Kazekage guard recruitment concealed another experiment. Orphans were placed near Gaara after being manipulated into hating him, while nearby jōnin waited to respond to a rampage. When Temari confronted her father, Rasa confirmed the plan and defended the children’s intended deaths as an honorable sacrifice for Sunagakure 6 7 8.
Temari named Jiro Hijikata as the person who had exposed the scheme, unaware that Lin had used Jiro’s name. Rasa ordered the named boy investigated and quietly eliminated, removing a perceived threat to the experiment’s secrecy 8 12.
Lin Chongshu’s Escape
After Shukaku’s rampage, Rasa immobilized the beast with successive layers of Gold Sand and called in the sealing team. He then ended the testing program, judging further provocation too costly and deciding that Gaara should instead be raised into a useful weapon 12.
Rasa initially believed Lin had died in the rampage. Reports of a missing corpse and a murdered border sentry revealed the escape. His anger at Lin’s deception caused Lin’s system to award Magnet Release: Gold Dust, turning Rasa’s own bloodline ability into one of the fugitive’s tools 11 12.
Rasa changed the proposed bounty from A-rank, dead or alive, to C-rank, capture alive, seeking to avoid international attention. For Lin, the forced flight across the desert became a lasting grievance and the basis of his determination to kill Rasa 12 147.
Alliance with Hidden Sound
Rasa approached the newly established Hidden Sound Village to coordinate an attack during the multinational Chūnin Exams. His objective was to weaken Konoha and disrupt its surrounding alliances, not to risk Sunagakure in an all-out attempt at destruction. He refused to commit too many troops, believing that even a joint long-distance assault could not defeat Konoha 141.
Orochimaru exploited this alliance to arrange a meeting in the Land of Rivers. The hidden plan was to kill Rasa, impersonate him, and push Sunagakure into a disastrous offensive 141.
Before the meeting, Rasa tried to use Temari to bring Lin back to Sunagakure, presenting his return as an opportunity to save him. His apparent willingness to forgive Lin concealed an intention to eliminate him 148 149.
Assassination in the Land of Rivers
The assassination began almost immediately after Rasa and Orochimaru sat down at their meeting camp. Rasa’s Anbu engaged the attackers while he fought Kimimaro and Orochimaru, then flooded the battlefield with Gold Dust. Although the attackers had lured him outside the Land of Wind, he could still reach connected underground sand veins near the desert 149.
Lin joined the battle with his own sand manipulation. Their competing torrents uprooted the forest and transformed the battlefield into a desert. Rasa’s Gold Dust control initially exceeded Lin’s ordinary state; once Lin activated Sage Mode, Rasa had to concentrate fully on suppressing him and could no longer protect his Anbu from the shifting sand 150.
Rasa resisted simultaneous attacks from Lin, Orochimaru, Kimimaro, and Manda. His defenses began to fail after Lin shattered his Gold Sand armor with a Boil Release-enhanced punch. Orochimaru then summoned the reanimated Hashirama and Tobirama, whose attacks disrupted Rasa’s remaining defenses. Kimimaro struck his chest, allowing Lin to close in and decapitate him 151.
Aftermath
Orochimaru sealed Rasa’s corpse inside a scroll and assumed his identity. The subsequent administrative neglect, reduced mining schedule, and killing of an opposing adviser were Orochimaru’s actions while disguised as Rasa, not Rasa’s own decisions 152 154 156.
Sunagakure’s forces discovered that their Kazekage had been replaced during the failed attack on Konoha. Rasa’s death deprived the Land of Wind of its Gold Dust-backed economic support, while factional conflict, resistance movements, shortages, and foreign military pressure deepened the crisis 237 244 253.
Lin later admitted to the reanimated Karura that he had killed Rasa. In contrast, he told Temari that Orochimaru was responsible; she accepted his account despite his direct role in the killing 254 256.

Personality
Rasa treats individual lives as expendable when they serve Sunagakure’s military objectives. He describes the orphans’ planned deaths as the highest honor, pressures Temari into identifying the person who exposed the experiment, and frames secrecy and endurance as essential qualities of a ninja 8.
His harshness coexists with substantial work for the village. He handles government affairs during the day and mines Gold Dust at night to support an economy nearing collapse. His caution over the Konoha alliance also shows that he recognizes Sunagakure’s military limitations 141 148.
In battle, Rasa is proud of his position and dismissive of the small force sent to kill him. He offers Lin forgiveness while privately intending to kill him regardless. As defeat becomes possible, his confidence gives way to fear and regret—particularly regret that he had not killed Lin during the earlier Shukaku test 149 151.
