Pakura had visited that country before. It was an island nation on the edge of the Land of Fire, and its people lived in extreme poverty.
As an island nation, the Land of Waves relied entirely on fishing boats for transportation, which placed certain limits on its development.
Doing business there would not be easy.
However, the Land of Waves had one advantage: it was far from the Third Ninja War. Countries near the Five Great Nations had almost all been dragged into the quagmire of war. Only a few remote nations had escaped disaster.
The Land of Waves was one of them, and it would be of enormous help to Blood Moon's current development.
"Yes. This money will mainly be used for business—arms dealing!"
The Third Ninja War still had at least a year left before it ended. This was the best period for Blood Moon to develop. Nothing was easier than profiting from war.
"Medical supplies, kunai, shuriken—we can deal in all of it. As long as it makes money, we'll do it!"
A trace of ruthlessness entered Muzan's voice. Many feared war, but they failed to see the profits it could bring.
After every war, the Five Great Shinobi Villages entered a period of exhaustion, but it was also an era of rapid development. All kinds of tools and ninjutsu were invented during wartime.

The task given to Pakura was not difficult. With her strength, even if she encountered danger, nothing unexpected would happen.
