"Launching a full-scale invasion? What was this about?"
Hearing this conclusion, Three Talents Fire grew even more astonished. He already knew what decree the Unified Will had issued. It was not truly an order handed down by the Unified Will itself, after all. The Unified Will was an aggregate, formed from the convergence of wills from all sides; it possessed no self and would not actively issue commands.
Thus, this decree had in fact been produced through the joint deliberation of several of the most powerful people on this continent.
Speaking of which, the structure of Heaven Will Continent was rather interesting. The cities, prefectures, and city-states in each region all possessed a certain degree of autonomy; some even had armies of their own. Several prefectures might join together to form a region, supporting and assisting one another. Yet what ran through these city-states was often not the will of the people, but the Mohist Sect.
The Mohist Sect controlled enormous resources, with numerous workshops and farmlands under its command. Those workshops required laborers, and the fields required countless tenant farmers. Through these two things, they grasped a portion of the people's livelihood and labor.
Not to mention that the Mohist Sect's many mechanical creations had penetrated every aspect of the world, influencing the lives of countless people and controlling their clothing, food, housing, and travel. These matters, in turn, brought the Mohist Sect sufficient prestige, manpower, and wealth, allowing it to grow stronger while taking control of still more aspects of life.
Once a Mohist Sect became powerful enough, it would need to expand into other cities. In that process, different Mohist Sects would attack, annex, or cooperate with one another within the framework prescribed by law, whether through legitimate means or loopholes, gradually forming vast interest groups.
