While Yondu slipped into the sewers of Hala Prime, preparing to find someone to help him escape the Kree Empire, the denunciation meeting on the other side was still underway.

"Kingo, in accordance with Kree law, your forces are required under Article 35 of the Wartime regulations to report their warship positions every other Kree day."

Balabala of the Governing Council droned through the documents. Didn't you, Ronan, like Kree law? Then they would talk law with you. They would read out whatever benefited them and turn a blind eye to whatever did not!

Daisy watched the scene with interest. Kingo's body showed signs of major enhancement, and his warhammer had granted him a whole host of superhuman abilities. He could be said to be capable of smashing everyone in this room to death with a single blow, yet bound by his own code of conduct, he could only let this bunch impose restriction after restriction on him.

Strictly obeying the law—this was Kingo's demand of himself. He used the law to balance his strength and ambition. From that perspective, he was no different from The Collector or Daisy.
