When Gion pushed open the bar's swinging doors and pulled Sephiroth inside, they immediately drew the attention of quite a few drinkers, especially because of the white Justice cloak draped over her shoulders.
This island connected to the Lawless Zone spanning Islands 0 through 10, and many of the bar's patrons were people who walked the line between the underworld and the law.
Among them, Sephiroth even spotted several wanted criminals.
However, since his principle was that he could not be bothered as long as they did not cause trouble, he did not go over and slaughter all those wanted criminals on the spot.
There were countless lawbreakers on the Sabaody Archipelago, and the interests involved ran deep. Perhaps someone he killed on a whim might be the lackey of some high-ranking official...
Then he would end up offending someone without even realizing it!
Therefore, less trouble was better than more. Everybody got along just fine!

Gion sat down on a stool in front of the bar and tapped the counter, signaling for the bartender to bring the liquor quickly.
"Drinking on an empty stomach is bad for your stomach... Order something to eat!"
Sephiroth casually picked up the menu on the bar. After glancing over the dishes listed on it, he looked up and said to the bartender:
"Two cherry pies, braised beef, grilled lamb chops, and a fruit platter."
"What do you want?"
He turned to Gion beside him.
