Inside the basement of an ordinary house, Sephiroth emerged from a Spatial Gate with Vander Decken slung over his shoulder.
After tossing the unconscious fish-man from his shoulder onto the floor, he picked up the basement's hundred-percent pure Sea-Stone Cuffs and thick iron chains, fastening them around the other man.
