Agent Phil Coulson's work had hit a bottleneck.
Ever since discovering the mysterious hammer in New Mexico, he had assigned many skilled information gatherers to investigate its origins.
But after working on it for some time, they had made no progress.
It gave Agent Coulson quite a headache.
Just then, he received another assignment:
Use "legal means" to ensure that the United States government abandoned its recommendation to admit Abomination into the Avengers.
This proposal had been strongly pushed by General Ross.
To cover up the negative consequences caused by his pursuit of Hulk, he portrayed the "Abomination" Emil Blonsky had accidentally transformed into as the result of his own work.
Then he embellished the story and reported it to the highest levels of government.
"Such an outstanding soldier should be given a better arrangement..."
General Ross's actions had prompted senior United States government officials to consider bringing Abomination into the Avengers, and they entrusted General Ross with the matter.

At the same time, they were unwilling to let the government casually interfere with the Avengers Initiative.
But it was, after all, the government's decision. Bound by its position, S.H.I.E.L.D. could not openly oppose it and could only hand this difficult task to Agent Coulson.
"Letting someone as dangerous as Abomination join the Avengers? I can't believe they even came up with that!"
Hulk was a hundred times stronger than him. After all, Hulk's every action had been driven by protection.
From Director Fury's choice of words, Coulson understood that sending an "annoying" person to deal with General Ross would have a high chance of ruining the whole thing.
An arrogant figure appeared in Coulson's mind.
Just thinking about how he had kindly said goodbye before
