There were not only lights, but flames as well.
The explosions that rang out now and then let everyone know that New York had descended into chaos.

Ordinary people did not dare go outside. Instead, they locked themselves in their homes, hoping the police could do something.
Yet even though New York had over thirty thousand registered police officers, and more than fifty thousand personnel when auxiliary officers and others were included,
for the moment, they seemed to be of little use.
Police sirens sounded constantly outside, but so did explosions.
That was because many of the escaped supervillains did not operate alone. They had followers of their own.
Mr. Negative, Martin Li, was one such example.
He already controlled the Devil's Gang.
After he went to prison, the Devil's Gang had indeed gone quiet, but it had not disbanded.
Its members had been waiting for him to get out.
And sure enough, their wait had paid off. Mr. Negative was back in action.
Martin Li was no fool. He had no intention of making a move.
Kingpin could not order him around.
Besides, even if he followed Kingpin's wishes and threw New York into chaos, what would he gain?
The military had not intervened yet, but if they angered the president of America and he sent in the troops, they would be finished.
So Martin Li had no intention of wreaking havoc in New York.
But although he did not want to cause trouble, someone had heard he was back and brought a crew straight over to start some.
