In Fangting City, if you stopped a passerby on the street and asked, "What is the tallest building in Fangting City?" you would usually get a remarkably consistent answer:

With a total height of 1,005 meters and as many as 197 floors, Green Tower had been completed decades ago. As Fangting City's best-known tourist and commercial building, it had once even been proclaimed "the tallest building in Eastern Hua Prefecture."
The original reason for the project could no longer be verified. All that was known was that the Fangting City government had used "boosting tourism" as its slogan, spent enormous sums of money, and even collaborated with the Anomaly Countermeasures Bureau, mobilizing vast Magic Side resources to finally complete this architectural marvel.
Unfortunately, the building ultimately failed to change Fangting City's status as a remote little border town. Rather, given Fangting City's already inconvenient location, the Green Tower project had eventually become little more than the city amusing itself. Back then, it had even earned the negative reputation of being "tall for no reason."
It did not attract many outside visitors. Only local residents, driven by curiosity, had gone to support it. Within a few years, as the novelty wore off for the locals, Green Tower gradually became just another familiar part of Fangting City's scenery.
Decades later, Green Tower continued to serve its proper role as Fangting City's landmark. The lowest ten floors formed a commercial complex made up of all kinds of shops. Higher up, through the hundredth floor, were office areas mixed with a small number of commercial spaces. Above the hundredth floor, however, it was entirely dedicated to sightseeing and tourism, welcoming both locals and visitors from around the world.
At the very top of Green Tower was a massive signal light. Every night,
